An international seminar was held in Dnipropetrovsk State University of Internal Affairs on the topic “Issues of the implementation of the model of social identity (Scandinavian) in the work of the National Police of Ukraine while ensuring public order and security”.
Among the guests of the seminar were Jose Barreto, Head of Public Order Unit of EUAM Ukraine, Michael Lokke, Adviser/Trainer on Public Order of EUAM Ukraine, Magne Hvam, Adviser/Trainer on Public Order of EUAM Ukraine, Volodymyr Bohonis, Deputy Chief of the Main Department of National Police in Dnipropetrovsk Oblast (Region), Maksym Ocheretianyi, Head of the Department of Preventive Activities of Main Department of National Police in Dnipropetrovsk Oblast (Region), representatives of the Patrol Police Office in Dnipro, representatives of National Police units involved in public order and security in Dnipropetrovsk Oblast, Tetiana Koksharova, Regional representative of Parliament Commissioner for Human Rights in Dnipropetrovsk Oblast (Region) and representatives of Special Monitoring Mission of OSCE in Ukraine.
Magne Hvam presented the concept and basic principles of the Scandinavian model, and also noted that according to the model of social identity, all police actions to resolve conflicts are based on respect for human rights.
«Law enforcement is based on the principles of de-escalation of conflicts and includes information, assistance, communication and differentiation. Graduated use of police forces is based on a dynamic assessment of risk and threats», Magne Hvam emphasized.

During the visit, José Barreto, Head of Public Order Unit of the European Union Advisory Mission (EUAM) Ukraine and Michael Lokke, Adviser/Trainer on Public Order of the European Union Advisory Mission (EUAM) Ukraine, met with the Head of the Service Organization Department, Volodymyr Kovbasa and Acting Dean of the Faculty for the Training of Specialists for the Units of Preventive Activities Kostiantyn Bakhchev. During an introductory conversation, Volodymyr Kovbasa presented the activities of the Dnipropetrovsk State University of Internal Affairs. In addition, the guests visited the training centers of the University, on the basis of which the training of future police officers and the retraining of officers of the National Police are held. Jose Barreto noted the modern approach to developing the professional skills of police officers, is used in training, especially the guests were impressed by the work of the Line 102 training center, which is based on a multidisciplinary educational course. In more detail, representatives of EUAM Ukraine got acquainted with the work of the Faculty of Training Specialists for the Units of Preventive Activities.
