Jens Moeller, the EUAM Advisor on Public Security, delivered an open lecture at Dnipropetrovsk State University of Internal Affairs.
Mykola Repan, senior lecturer of the Administrative Law, Process and Administrative Activity Department, participated in the class for second-year cadets of the Preventive Activity and Criminal Police Faculties titled “European Models of Public Security and Order Provision as well as Their Application in Ukraine”.
In course of the lecture the issue of public order and security provision during mass events was covered with special emphasize on the peculiarities of providing public order in Denmark and Sweden.
Jens Moeller, Danish police superintendent, told cadets about key problems, which arose before police officers in Denmark and Sweden in 1990s during the provision of public security at mass events as well as means of resolving conflict situations. The speaker explained how the experience of mentioned countries had further been applied in cases of mass protests, at sport competitions and during peaceful meetings.
Moreover, the EUAM expert told more regarding the activity of the Mission in terms of reforming the National Police of Ukraine in civil security sector, namely implementation the most efficient European models, including elements of social identity (Scandinavian) model, in the activity of special police units.
Thus, Jens Moeller demonstrated particular examples of application of certain methods for de-escalation of aggressive behavior of the crowd in different situations. Moreover, he presented videos of trainings conducted by the specialized team of trainers in public security from Guardia Civil (Spain) in terms training special police units in Ukraine.
Cadets of Dnipropetrovsk State University of Internal Affairs joined the discussion and were very active during the class.
