Dnipropetrovsk State University of Internal Affairs held the all-Ukrainian round table “Protection of Rights and Interests of Children and Women in Martial Law”. Nearly 100 specialists, including professors, doctors of sciences, teachers, practitioners, representatives of right-protection and civil organizations as well as applicants for higher education participated in the event.
The Department of Administrative Law, Process and Administrative Activity organized the event. Representatives of 20 institutions, organizations and HEIs all over Ukraine (Kyiv, Dnipro, Kharkiv, Odesa, Lviv, Severodonetsk, Chortkiv, etc.) joined the thematical discussions.
The round table was supported by the Ministry of Internal Affairs of Ukraine and the National Police of Ukraine. The urgency of the topic needed to be discussed in terms of protection of the rights of women and children affected by armed aggression, resocialization of victims of sexual violence and the organization of the activities of preventive units in martial law.
Larysa Nalyvaiko, DSUIA vice-rector, greeted the participants. She noted that the significance of the round table was determined by the horrific crimes committed by the armed forces of the russian federation in the temporarily occupied territories against humanity in general and children and women in particular.
Iryna Hrytsai, Rector’s advisor on gender issues, greeted the audience as well. She emphasized that the protection of the most vulnerable groups (women and children), including psychological assistance, was an extremely important issue for the entire community of democracies in the context of military, economic, political, informational and other threats that undermined fundamental legal values and principles.
During the event, psychologists, lawyers, practitioners and researchers discussed overcoming child homelessness; features of administrative liability for violating the rules and prohibitions during the curfew; features of documenting and prosecuting domestic violence; peculiarities of legal and organizational support of the work of preventive units of the National Police in the field of protection of women’s and children’s rights, in particular in martial law; international experience in the field of protection of women’s and children’s rights under special legal regimes as well as promising areas of modernization of legislation in this regard; areas of interaction between preventive activity units, public authorities and local governments, public and other institutions in terms of protecting women’s and children’s rights, in particular in martial law.
Specialists of Dnipropetrovsk State University of Internal Affairs presented their reports as well. The speeches highlighted issues of current challenges to protect the rights and interests of children in Ukraine in the face of armed aggression by the russian federation, differentiation of employment for women in martial law, tactical and legal aspects of combating sexual violence in martial law, etc. Speakers also discussed international experience in the field of protection of women’s and children’s rights under special legal regimes, the right to temporary protection, including local EU policies, legislative aspects of combating domestic violence in Poland among Ukrainian migrants, the problem of crossing state border with one parent in martial law, administrative and legal status of volunteer organizations and features of its implementation during martial law as well as psychological features of the police officer’s work with women being victims of sexual violence in wartime.
Practical experience of speakers was summarized, the participants’ proposals on improving the legislation were collected and a resolution on topical issues was adopted based on the results of the round table. In future, it will be sent to the relevant structural units of the Ministry of Internal Affairs.
