Pre-Trial Investigation and Challenges of War: Scientists and Practitioners Unite to Solve Actual Issues

Participants of the regional scientific-and-practical seminar held by Dnipropetrovsk State University of Internal Affairs discussed application of special knowledge during pre-trail investigation in martial law.

Nearly 100 participants, including scientists, practitioners, representatives of state power bodies, local self-government bodies, courts, law enforcement bodies, human rights and civil organizations as well as scientific institutions from different regions of Ukraine joined the event.

Larysa Nalyvaiko, DSUIA vice-rector, Doctor of Laws, professor, Honoured Lawyer of Ukraine, greeted the participants and emphasized that the event aimed at actualizing the challenges pre-trial investigation bodies face under martial law and discussing problems in criminalistics and forensic examination.

Serhii Obshalov, deputy director of the Educational-and-Scientific Institute of Law and Training Specialists for the National Police Units, Doctor of Laws, associate professor, police colonel, greeted the audience and stated that the scientific-and-practical event would become a platform for the exchange of experience and developing recommendations to enhance police and expert institutions operation in martial law.

The participants discussed methodic provision of examining ballistic and other objects, theoretic and practical issues of investigating different types of crimes, collaboration between different services and departments with police under martial law, providing injured people with pre-medical aid under martial law, significance of higher legal education for professional activity of investigators, etc.

Reports of the ballistics expert of the Ballistic Laboratory of the Criminal Police Department of the Israeli Police Pavel Givertz and the Head of the Weapons Research Department of the Laboratory of Research, Certification of Weapons and Accounting of the State Research Forensic Center of the Ministry of Internal Affairs, candidate of law sciences Oleksii Sokolov on recording of crimes committed by russian army as well as reports of Artem Kovalenko, associate professor of Criminal and Legal Disciplines Department of Luhansk State University of Internal Affairs named after E.O. Didorenko, candidate of law sciences; Dmytro Pets, senior forensic expert of the Arms Research Sector of Luhansk Forensic Research Department of the Forensic Center of the Ministry of Internal Affairs; and Oleksii Oderii, professor of the Department of Criminal Procedure and Criminology of Donetsk State University of Internal Affairs, doctor of law, professor, provoked active discussions.

Scientists of Dnipropetrovsk State University of Internal Affairs presented their materials as well. Kostiantyn Chaplynskyi, head of the Criminalistics and Pre-Medical Aid Department, doctor of law, professor, told about problematic issues of engaging a specialist into procedural actions at investigating real estate crimes. Viktor Pletenets, associate professor of the Criminalistics and Pre-Medical Aid Department, doctor of law, spoke on the peculiarities of detecting facts of sexual violence under martial law.

Serhii Obshalov, deputy director of the Educational-and-Scientific Institute of Law and Training Specialists for the National Police Units, Doctor of Laws, associate professor, police colonel, delivered the presentation titled “Problems in Counteraction between an Investigator and Operative Subdivision Staff in Criminal Proceedings: Theoretical and Praxeological Issues”.

Ihor Pyrih, professor of the Criminalistics and Pre-Medical Aid Department, doctor of law, emphasized special knowledge applied at investigating illegal treatment of arms.

Under the results of the scientific-and-practical seminar recommendations and suggestions have been made. They would be delivered to the relative institutions.
