“Theory and Practice of Constitutionalism: Domestic and International Experience”: Regional Scientific-Practical Seminar at DSUIA

A Regional Scientific-Practical Seminar titled “Theory and Practice of Constitutionalism: Domestic and International Experience” was held at Dnipro State University of Internal Affairs (DSUIA).

The event was opened by the university’s Vice-Rector, Doctor of Law, Professor, and Honored Worker of Science and Technology of Ukraine, Oleksandr Yunin, who congratulated the participants on the upcoming state holiday, Constitution Day of Ukraine. The Vice-Rector emphasized that in the conditions of martial law, DSUIA regularly holds scientific-practical events focusing on pressing issues such as enhancing Ukraine’s defense capabilities, countering internal and external threats to national security, and building the nation as a sovereign, independent, democratic, social, and rule-of-law state. He also noted the positive trend of scientific events associated with the preparation of practical recommendations to improve the efficiency of various public authorities and wished the participants fruitful work.

The seminar participants were also greeted by the Dean of the Faculty of Law at V.N. Karazin Kharkiv National University, Doctor of Law, Professor Vitaliy Seryohin. His speech was dedicated to the highly relevant issue for legal science—the development of constitutionalism in the era of the information society. The event moderators, Head of the Department of Theory and History of State and Law Valentyna Bonyak and Professor of the same department Olena Marchenko, skillfully organized lively discussions and debates on the presentations.

A fascinating historical overview of the development of constitutional law science in Ukraine was presented by the Head of the Department of Theory and History of State and Law, Constitutional Law, and Public Administration at Oles Honchar Dnipro National University, Candidate of Legal Sciences, Candidate of Philosophical Sciences, Associate Professor Liudmyla Mudriyevska. She emphasized the importance of researching the national constitutional and legal heritage.

A lively discussion ensued among the participants following the speech by Professor of the Department of Law and Methodology of Legal Education at A.S. Makarenko Sumy State Pedagogical University, Doctor of Law, Professor Andriy Kuchuk, who addressed the shortcomings in the legislative regulation of public relations related to the organization and conduct of local referendums in Ukraine.

A practically oriented presentation was delivered by the Chief Specialist of the Identification and Removal Department of the Migration Control, Counteraction to Illegal Migration, and Readmission Department of the State Migration Service in the Dnipropetrovsk Region, Denys Melnyk. His presentation addressed current issues of ensuring the constitutional rights of foreigners and stateless persons during the implementation of state policy to counter illegal migration under martial law.

During his presentation, Associate Professor of the Department of Theory and History of State and Law, Candidate of Legal Sciences, Associate Professor Ihor Serdyuk focused on the issue of legislative differentiation based on the form of adoption of laws from the perspective of compliance with the Constitution of Ukraine. He proposed amendments to Part 2 of Article 10 of the Law of Ukraine “On Legislative Activity” to address deficiencies related to the classification of higher legal force regulatory acts.

Other participants also presented their speeches during the scientific-practical seminar. Over 60 participants attended the event, including scholars, representatives of state authorities, law enforcement agencies, public organizations, and higher education students from Dnipro, Kyiv, Chernihiv, Sumy, Kharkiv, and other cities.

As a result of the seminar, relevant recommendations were proposed, discussed, and approved. The abstracts of the participants’ reports will be published in the collection of materials from the scientific event.
