The event was organized by the Dnipropetrovsk State University of Internal Affairs in cooperation with the Office of the Prosecutor General of Ukraine, the Department of Education, Science and Sports of the MIA, and the NGO “JustGroup.”
The seminar was opened by DSUIA Rector Oleksandr MORGUNOV, Head of the Department for Combating Crimes Committed in Armed Conflict of the Office of the Prosecutor General of Ukraine Yurii BELOUSOV, Deputy Head of the Department of Scientific Activity and Innovations – Head of the Organizational and Scientific Department of the Department of Education, Science, and Sports of the MIA of Ukraine Maksym ROMANOV, and leader of the NGO “JustGroup” Vasylina YAVORSKA.
Moderators were Vasylina YAVORSKA and Professor of the Department of Criminal Procedure of the Faculty of Training Specialists for Pre-Trial Investigation Bodies of DSUIA Viktoria ROGALSKA.
Knut D. ASPLUND, Head of the Rule of Law Department at the Norwegian Centre for Human Rights, University of Oslo, presented online the topic “Procedural Interview as a Global Standard for Investigation at the International Level.”
Vasylina YAVORSKA and Viktoria ROGALSKA prepared a report on “The Path of Implementing Procedural Interview in National Pre-Trial Investigation Bodies and Prosecutor’s Offices. Implementation of Procedural Interview in the Educational Process: DSUIA Experience.”
Head of the Department for Combating Crimes Committed in Armed Conflict of the Office of the Prosecutor General of Ukraine Yurii BELOUSOV, Head of the 3rd Department of Pre-Trial Investigation of the Main Investigation Department of the Security Service of Ukraine, Lieutenant Colonel of Justice Serhii KUSHNIR, and Head of the Department for Organizing Investigations of Crimes Committed in Armed Conflict of the Main Investigation Department of the National Police of Ukraine, Police Colonel Khrystyna PODYRIAKO discussed “Application of Procedural Interview Methodology in the Activities of Prosecutor’s Offices and Pre-Trial Investigation Bodies during War Crimes Investigations.”
Julia USENKO, Head of the Department for Child Protection and Countering Domestic Violence of the Office of the Prosecutor General, gave a report on “Application of Procedural Interview Methodology in Prosecutor’s Offices and Pre-Trial Investigation Bodies during Investigations of Criminal Offenses Against Children.”
Acting Head of the Fourth Detective Unit of the First Main Unit of Detectives of the National Anti-Corruption Bureau of Ukraine Volodymyr VASYLCHUK presented on “Application of Procedural Interview Methodology in the Activities of NABU.”
After discussions, participants of the scientific-practical seminar summarized the results. The implementation of procedural interviews instead of traditional interrogations is a modern global trend aimed at increasing the efficiency of law enforcement agencies.
During the seminar, a Memorandum of Cooperation was also signed with the NGO “JustGroup.”
