The event was jointly organized by the Dnipro State University of Internal Affairs and the UNDP Representation in Ukraine, in partnership with the Donetsk Regional Military Administration, under the “EU4Recovery – Empowering Communities in Ukraine” project, with financial support from the EU.
With welcoming remarks to the conference participants were: Rector of the Dnipropetrovsk State University of Internal Affairs, Doctor of Law, Professor, Police Colonel Oleksandr MORGUNOV; Director of the Directorate for Strategic Planning and European Integration of the Ministry of Veterans Affairs of Ukraine Iryna NESIN; Deputy Head of the Donetsk Regional State Administration Oleksandr SHEVCHENKO; Head of the Inclusive Development, Recovery and Peacebuilding Program (IDRPB), UNDP Ukraine Maria GUTSMAN; Representative of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine in Donetsk and Luhansk Regions Dmytro MYKHILIOV and Head of the Department for Veterans Policy of the Donetsk Regional State Administration Artur NASIBYAN. The facilitators of the event were the head of the NGO “Opportunity Space,” Minister of Veterans Affairs of Ukraine 2018-2019 Oksana KOLYADA, and representative of the Charitable Foundation “Where We Are – There is Ukraine” Yaroslav PAVLOVSKYI.
The main goal of the event was to identify priority areas for the implementation of veteran policy in the Donetsk region, to strengthen the capacity of local government specialists, as well as representatives of district administrations, district military administrations, and regional state administrations, the regional military administration; to meet the needs of veterans by the public sector.
The interactive training was conducted in a case format – participants joined a training session on the topic: “Modern Veteran Policies. Central Level, Regional Level, and Community Level.” In addition, a strategic game “Portrait, Needs of the Veteran, and Tools for Implementation and Main Stakeholders” was held. Attention was focused on the role-playing exercise “Additional Opportunities for the Community and the Region” and the strategic game “Creating a Veteran Space.” Prospects for the development of regional veteran policy were identified.
