The event was organized by the Department of Theory and History of State and Law, Constitutional Law, and Human Rights of the Educational and Research Institute for Training Specialists in Preventive Activities of the National Police of Ukraine at DSUIA. It was dedicated to the 76th anniversary of the Universal Declaration of Human Rights.
Opening remarks were delivered by Denys PROSHYN, Head of the Department for Organizing Scientific Activities at DSUIA; Nataliia URMAN, Major of Police and representative of the Department of Main Inspection and Human Rights Compliance; Olha NAUMOVA, Judge of the Zhovtnevyi District Court in Dnipro; and Vitalii SERIOHIN, Dean of the Faculty of Law at V. N. Karazin Kharkiv National University, Doctor of Legal Sciences, and Professor. They congratulated participants on Human Rights Day and wished them fruitful discussions.
Valentyna BONIAK, Head of the Department, announced the results of the university’s essay competition dedicated to the renowned legal scholar Bohdan Kistiakovskyi. The winners were:
• Yuliia TOLMACHOVA in the “Theory of Law. Human Rights” category;
• Ilona BUYAKOVA and Viktor SUPRONIUK in the “Theory of State” category;
• Yaroslav LYSIUK and Veronika KRAVETS in the “Constitutional Law. International Law” category.
The plenary session began with a presentation by Professor Vitalii SERIOHIN, who outlined a model for the post-war functioning of Ukrainian society and state. He emphasized the necessity of drafting a new social contract and improving mobilization legislation to balance the interests of citizens and the state.
Larisa NALYVAIKO, Advisor to the Rector on Gender Issues, Doctor of Legal Sciences, Professor, and Honored Lawyer of Ukraine, presented findings based on sociological research, highlighting challenges in ensuring the rights of internally displaced persons.
Online contributions were made by Vitalii ZAVHORODNII, Chief Inspector for Human Rights Compliance in Police Activities; Liudmyla MUDRIEVSKA, Head of the Department at Oles Honchar Dnipro National University; and Ivan BOHATYRIOV, Professor at Zhytomyr Polytechnic and Honored Scientist of Ukraine.
Particular attention was drawn to the presentations of practitioners, including Judge Olha NAUMOVA; Olena TKACHOVA, Lieutenant Colonel of Police and Head of the Educational Safety Service of the Patrol Police in Dnipropetrovsk Region; and Nataliia URMAN, Major of Police.
A lively discussion followed Professor Andrii KUCHUK’s presentation from Sumy State Pedagogical University. His talk, “Private Interest versus Public Interest in the Context of Extraordinary Conditions,” focused on the balance between private and public interests under challenging circumstances.
The conference gathered over 100 participants, including representatives from human rights organizations, government institutions, and higher education institutions.
