“Community Police Officer” Project: Cadets Introduced to the Initiative

A specialized session was organized by the Department of Administrative Law and Process as part of the primary professional training program for first-year police cadets at Dnipro State University of Internal Affairs.

As part of the course “Citizen-Oriented Policing,” cadets met with Captain Artem DENYSENKO, Head of the Community Interaction Sector of the Samarskyi District Police Department, and Lieutenant Ivan HOLOVCHENKO, a Community Police Officer from the Samarska City Territorial Community.

The officers introduced cadets to the “Community Police Officer” project, launched in 2018 by the National Police of Ukraine, with support from the Cabinet of Ministers, the Ministry of Internal Affairs, and international donors. The project officially started on May 28, 2019, when the first 34 community officers began service in 22 territorial communities of Dnipropetrovsk region.

During the session, cadets learned about the key responsibilities of a community police officer, including maintaining safety and public order in designated areas. Officers emphasized the importance of high-quality police services, addressing citizens’ everyday concerns, and building public trust in law enforcement and state institutions.

A special focus was placed on the role of community officers during martial law:

Evacuating civilians

Distributing humanitarian aid

Operating checkpoints

Conducting ID and vehicle checks

Preventing looting and crime

The interactive format allowed cadets to ask questions and gain deeper insights into the duties, challenges, and future prospects of the project.
