Development Program “Procedural Interview. Basic” Held at DSUIA for Prosecutors and Pre-Trial Investigation Officers

Dnipro State University of Internal Affairs hosted another session of the “Procedural Interview. Basic” development program as part of the memorandum signed between DSUIA and JustGroup.

The program is designed and implemented by JustLearn, a development hub supported by JustGroup, in collaboration with DSUIA, the Training Center for Prosecutors of Ukraine, and the Norwegian Centre for Human Rights. The initiative is backed by the “Transformational Recovery for Human Security in Ukraine” project, financed by the Government of Japan and implemented by UNDP Ukraine.

The event was opened by First Vice-Rector of DSUIA Ihor Magdalyna, Head of the Department at the Prosecutor General’s Office Yurii Bielousov, and JustGroup Director Vasylina Yavorska.

The training was attended by 15 prosecutors and 14 investigators from the National Police of Ukraine and the Security Service of Ukraine from Kharkiv, Dnipropetrovsk, Luhansk, Donetsk, and Zaporizhzhia regions, all of whom specialize in war crimes investigations.

Leading international and national experts in procedural interviewing acted as trainers. These included representatives from the Norwegian Police University College, the Prosecutor General’s Office, NABU, Kyiv-Mohyla Business School, and other specialized institutions. From DSUIA, the program was led by Professor Viktoriia Rohalska, Major of Police from the Department of Criminal Procedure.

Over three days, participants engaged in both theoretical and practical training on DSUIA’s specialized training grounds. They gained hands-on experience in procedural interviewing techniques, which will contribute to more effective law enforcement practices.

Procedural interviewing is an innovative interrogation method widely used by law enforcement agencies worldwide and recognized as a standard for investigations by the International Criminal Court. Introduced in Ukraine in 2019, it enhances the reliability of information obtained during criminal investigations, including war crimes cases.

At the conclusion of the training, participants received official certificates, awarded by DSUIA Vice-Rector, Lieutenant Colonel of Police Ihor Kovaliov.
