The event took place in Kyiv, bringing together 93 delegates out of 141 elected representatives from various regions of Ukraine. Among them was Maksym Khadzhiiyskyi, a cadet of Dnipro State University of Internal Affairs and the Head of the DSUIA Student-Cadet Council.

The meeting was opened by Deputy Minister of Education and Science Mykhailo Vynnytskyi, who emphasized the importance of dialogue between the ministry and student self-government for the effective development of the educational sector. A presidium of 12 members was elected to conduct the meeting, ensuring a representative and productive format for discussion.

Participants addressed a number of pressing issues concerning the student community, including changes to basic military training in higher education institutions, the grant system for 2025, and admission coefficient adjustments for frontline regions. According to Maksym Khadzhiiyskyi, these topics are particularly relevant today and require careful consideration, taking into account both the interests of students and national security needs.

“Discussing the future grant funding system is critically important to ensuring the accessibility of higher education and supporting talented students. At the same time, providing admission support to applicants from war-affected regions through the application of special coefficients could be a key element in securing equal educational opportunities,” said the head of the DSUIA Student-Cadet Council.

The event concluded with a Q&A session led by Mykhailo Vynnytskyi, where heads of student councils had the opportunity to receive clarifications on specific issues and voice their proposals.

The Council was established as a permanent advisory body under the Ministry of Education and Science with the aim of promoting students’ and cadets’ rights and opportunities to address issues related to education, living conditions, rights protection, participation in higher education governance, and more.

The meeting served as an important platform for dialogue and finding joint solutions between the Ministry of Education and Science of Ukraine and student self-government representatives, which is vital for the development of quality and accessible higher education in Ukraine.
