DSUIA Cadets Practice Street Theft Response Using the “Safe City” Program

A practical training session was held at the Dnipro State University of Internal Affairs, where cadets from the Faculty of Pre-Trial Investigation Training of the National Police of Ukraine practiced their response algorithm in the event of a street theft.

The event was initiated by DSUIA Vice-Rector, Police Lieutenant Colonel Ihor Kovalov, and conducted by Anna Turchanikova, a lecturer from the Department of Tactical and Special Training and Police Captain, together with Police Senior Sergeant Oleksandr Stadeiev from Platoon 2, Company 1, Battalion 4 of the Patrol Police Department in the Dnipropetrovsk region.

The session followed a realistic scenario: two offenders stole a bag from a citizen in a public space. Cadets reviewed video footage of the staged crime, analyzed the actions of both the perpetrators and the victim, developed a response strategy, and practiced arriving at the scene, interviewing witnesses, issuing suspect alerts, searching for, and apprehending the offenders.

The practical part was conducted under conditions as close to real-life as possible — using communication tools, video surveillance, and action documentation. Emphasis was placed on respecting legal procedures and safety regulations during the arrest.

The event was held within the framework of the “Safe City” educational program and aimed to provide high-quality training for future police officers in responding to criminal activity in urban environments.
