Peculiarities of Responding to Statements and Reports in Educational Institutions: Experience of a “School Safety Service” Officer

A joint (binary) class was held with the participation of Police Lieutenant Colonel Olena Tkachova, Head of the Sector for Organizing the School Safety Service of the Main Department of the National Police in Dnipropetrovsk Region.

The event aimed to deepen the theoretical and practical knowledge of cadets regarding the tasks and powers of School Safety Officers. Special attention was given to response protocols for statements and reports received from educational institutions. The session was conducted as part of the course “Handling Citizens’ Appeals in the Activities of Preventive Police Units.” First-year cadets from the Faculty of Training Specialists for Pre-Trial Investigation Bodies of the National Police of Ukraine took part in the session.

During the meeting, the cadets learned about the activities of the School Safety Service, which focuses on creating a safe environment in schools, fostering partnerships between the police and educators, and increasing youth awareness of legal issues.

The discussion addressed pressing challenges faced by young people — from bullying to digital threats. Significant attention was paid to response protocols in critical situations and the role of students in promoting a culture of safety.

Olena Tkachova emphasized that School Safety Officers are not only police officers but also mentors who undergo specialized training and help educational institutions build safe environments for children. They work in collaboration with school leadership, teachers, parents, and students to prevent dangerous situations and conduct preventive measures. Their responsibilities include monitoring school premises, responding promptly to threats, and counteracting negative phenomena in the school environment.

Cadets also learned that School Safety Officers are authorized to accept reports of bullying or other offenses, respond accordingly, and assist in the proper preparation of official statements.

The session sparked genuine interest among the cadets and took place in an atmosphere of active engagement with the lecturer.
