An international webinar titled “Winnipeg–Dnipro: Policing Experience Across Borders” was organized by the Department of Language Training in collaboration with the Department of Administrative Law at the Dnipro State University of Internal Affairs.
The keynote speaker was Werner Thevs, a retired police officer from Winnipeg, Canada, who has over 25 years of service in law enforcement and family roots in Dnipro and Zaporizhzhia..
The webinar was attended by 2nd and 3rd year cadets from the Faculty of Training Specialists for Pre-trial Investigation Units of the National Police of Ukraine and the Educational and Scientific Institute for Training Specialists in Preventive Activities of the National Police of Ukraine.
During his presentation, Werner Thevs shared valuable practical insights and conducted a comparative analysis of the law enforcement systems in Canada, the United States, and the United Kingdom. He spoke in detail about the recruitment and training processes for police officers in Canada, the ethical principles and professional standards governing police conduct, and methods for crime prevention.
Special emphasis was placed on the mental health of police officers, the importance of continuous professional development, de-escalation training, and skills for effective communication with citizens in stressful situations.
The speaker also highlighted the critical need to balance assertive police actions with respect for human rights and freedoms.
At the conclusion of the webinar, Werner Thevs expressed heartfelt support for Ukraine and its law enforcement officers fulfilling their duty under martial law conditions.
Incorporating international experience, particularly the Canadian policing model, holds strategic significance for the high-quality training of future law enforcement professionals.
Such events contribute to broadening cadets’ professional outlook and shaping modern approaches to public order and safety.
