Senior lecturer of the Department of Language Training at the Dnipro State University of Internal Affairs, Hanna Dekusar, took part in an international exchange program for English for Specific Purposes (ESP) teachers.
The event took place from May 4 to May 16, 2025, in San Diego (California) and New Orleans (Louisiana), USA. Ukraine was represented by the Dnipro State University of Internal Affairs and Kharkiv National University of Internal Affairs. In total, the program gathered 13 educators from Ukraine, Hungary, Romania, Jordan, Thailand, Malaysia, and the Philippines.
The aim of the program was to exchange experience with teachers, cadets, and alumni of American educational institutions in order to establish professional connections in the field of language training for future law enforcement officers. Participants engaged in discussions, project planning, and the development of cooperation channels.
At the program’s opening, moderators presented its structure and the opportunities for collaboration with U.S. universities and training centers. The participants introduced their institutions and discussed current trends in higher education.
At Miramar College within the Public Safety Institute in San Diego, the participants explored training halls, classrooms, and the methodology of foreign language instruction in short-term courses. At San Diego State University (SDSU), a panel discussion was held on integrating language and law enforcement skills, with further dialogue on potential cooperation between DSUIA and SDSU. At the San Diego Police Training Division, the participants observed simulation devices and modern equipment. At the Southwestern College Police Academy, they were introduced to an intensive 8-month training program.
In New Orleans, participants visited the police training department, where they learned about the integration of language skills into law enforcement training and reviewed the Language Assistance Plan (LEP) for the multilingual population. Meetings with the New Orleans Office of Homeland Security and Emergency Preparedness highlighted the role of language skills in crisis response. At the Center for Global Education of Tulane University and the Maritime, Fire and Industrial Training Center of Delgado College, they discussed support for international students and professional training.
The results of this study visit will be used for the preparation of conference abstracts and binational classes involving U.S. institutions. All participants received certificates confirming their successful completion of the program.
