The event, organized by the NATO Integrity Building Programme, targeted anti-corruption units of the National Police of Ukraine and authorized anti-corruption representatives from institutions under the Ministry of Internal Affairs of Ukraine.
Participants were welcomed by Oleksandr Shlyakhovskyi, Head of the Main Directorate of the National Police in Lviv Oblast, Police General of the Third Rank; Serhii Hupyak, Deputy Head of the National Agency on Corruption Prevention; Joakim Frendin, NATO Integrity Building Team Leader; Anatolii Fodchuk, Head of the Corruption Prevention Department of the Ministry of Internal Affairs; and Ihor Zvezdin, Head of the Corruption Prevention Department of the National Police.
DSUIA was represented by its authorized anti-corruption officer, Ruslan Lupyr.
Over two days, the integrity building team, alongside experts from NATO Headquarters, the Geneva Centre for Security Sector Governance (DCAF), the Norwegian Centre for Integrity in the Defence Sector, the EU Advisory Mission, the UK Defence Academy, and the National Agency on Corruption Prevention, explored foundational integrity standards, the importance of effective, transparent, and accountable security and defense institutions, corruption risks, and competent tools to address them; the role of integrity leaders in shaping institutional reputation and public trust; and the need for robust integrity verification mechanisms.
Participants engaged in the interactive game “Declarant,” analyzed practical cases of identifying corruption risks, and studied best practices from NATO member states and partner organizations.
