DSUIA and EUAM: Cooperation for Reforms in the Law Enforcement Sector

The professor of the Department of Criminal Procedure of DSUIA took part in trainings from the European Union Advisory Mission (EUAM) on reforming the civilian security sector of Ukraine.

In July and August, EUAM organized a series of trainings for trainers, in which prosecutors and investigators from Kharkiv, Poltava, Sumy, Dnipropetrovsk, Donetsk, Zaporizhzhia, and Luhansk regions participated. The theme of the classes concerned techniques of procedural interviewing. Major of Police Viktoriia Rohalska participated in the training as a national expert on this methodology.

The trainings combined theoretical and practical sessions. Participants familiarized themselves with the PEACE procedural interview model, its stages, features of establishing psychological contact depending on the status of the interviewed persons, psychological aspects of the interview, and principles of adult education.

EUAM experts shared the best European practices for conducting interrogations using the PEACE model, while Viktoriia Rohalska highlighted the features of applying this methodology in Ukraine, taking into account national legislation, and presented research on the standards of procedural interviewing.

Cooperation will continue: the PEACE methodology is planned to be more widely implemented in the activities of prosecutorial bodies and the National Police of Ukraine. In particular, DSUIA cadets will study it during binary classes with graduates of the trainings and EUAM experts, which will contribute to enhancing the professional level of future law enforcement officers.
