The event was held for 2nd-year cadets of the Faculty of Training Specialists for Criminal Police Units of Dnipro State University of Internal Affairs.
The topic of the training was “Administrative-Jurisdictional Activities of the Police in Cases of Administrative Offenses Encroaching on Established Management Order.” The organizer was the Department of Administrative Law and Procedure in collaboration with the Division of Professional Development and Specialization of the Institute of Postgraduate Education and Distance Learning of DSUIA. The training was conducted by Senior Lecturer of the Department of Administrative Law and Procedure Mykola Repan and a police officer of the Patrol Police Department in Dnipropetrovsk Region, Senior Police Lieutenant Oleksandr Safronov.
The purpose of the training was to develop practical skills for addressing malicious disobedience to lawful orders or demands of a police officer, a member of a public formation for public order and state border protection, or a military service member. The police officer spoke about conflict situations that arise during the maintenance of public order between authorities and citizens. He emphasized that their resolution requires thorough analysis of evidence and information from participants and witnesses of the events. Article 185 of the Code of Ukraine on Administrative Offenses was analyzed, the differences between “malicious disobedience” (refusal to comply with a lawful demand) and “resistance” (physical opposition) were discussed, and practical situations were considered.
To reinforce the knowledge, cadets, together with the police officer, developed algorithms of actions aimed at stopping offenses, effective communication, and appropriate behavior in such situations.
The training allowed future law enforcement officers to gain valuable practical experience and skills in the administrative activities of the police, which will serve as a solid foundation for their future service.
