The event, held at Dnipro State University of Internal Affairs, brought together representatives of the Ministry of Internal Affairs, National Police of Ukraine, Armed Forces, National Guard, Security Service, State Bureau of Investigation, prosecutor’s office, judicial expert institutions, international partners from the USA and Canada.
The forum was opened by the Director of the Department of Education, Science and Sports of the Ministry of Internal Affairs of Ukraine, Candidate of Legal Sciences Oleksandr Tarasenko; Candidate of Technical Sciences, Associate Professor Ihor Mahdalyna, who temporarily performs the duties of DSUIA Rector; Head of the Department of Support for the Activities of the Head of the National Police of Ukraine, Candidate of Legal Sciences, Police Colonel Valeriy Koba.
The event was attended by Doctor of Psychological Sciences, forensic psychologist-expert, polygraphologist, President of the All-Ukrainian Association of Polygraphologists Tetiana Morozova and Acting Head of the Laboratory of Psychological, Linguistic and Other Types of Research of the Dnipropetrovsk Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine Anton Shmukin, representatives of the Main Directorate of the National Police and the Office of the Security Service in Dnipropetrovsk Region, and others.
Welcoming speeches to the participants were delivered by rectors of higher education institutions of the Ministry of Internal Affairs system, the Head of the Criminal Investigation Department of the National Police of Ukraine, leadership of the Office of the Security Service of Ukraine in Dnipropetrovsk Region, heads of territorial units.
The moderators were Assistant to the Head of the National Police of Ukraine, Police Lieutenant Colonel Yuliia Volkova, and Assistant to the Head of the Department of Support for the Activities of the Head of the National Police of Ukraine, polygraphologist, Police Lieutenant Colonel Viktor Vdovin.
On the first day of the forum, two discussion panels took place. Among the topics discussed were:
● “Use of polygraph in the military sphere: U.S. experience”;
● “Polygraph on the front line and its role in ensuring national security”;
● “Version verification test as an effective tool in polygraphologist’s activities,” etc.
Issues of torture as a crime without justification, psychological aspects of communication in the work of a polygraphologist, and practical experience of using polygraph in the activities of the security and defense sector were also discussed.
During the forum, participants familiarized themselves, in particular, with the material and technical base of DSUIA and the Dnipro Lyceum of Security Orientation and National-Patriotic Education of the Ministry of Internal Affairs named after O. Hostishchev.
