An instructional session was held for first-year cadets of the Faculty for Training Specialists for Criminal Police Units of the National Police of Ukraine at Dnipro State University of Internal Affairs.
The session was conducted by Ruslan Lupyr, the University’s Authorized Representative for Anti-Corruption Activities. He introduced cadets to Ukraine’s main anti-corruption institutions — NACP, SBI, NABU, SAP, and HACC — and explained in detail their powers and jurisdictions.
During the meeting, the speaker presented a guide for whistleblowers titled “Heroes Among Us,” developed by the National Agency on Corruption Prevention (NACP) in the format of a comic book. The publication contains information on who can become a whistleblower, what actions are considered corruption offenses, how to collect evidence, and how to prepare and submit a report. Special attention was given to the issues of whistleblower protection, safety guarantees, and legal support.
At the end of the event, Ruslan Lupyr familiarized the first-year cadets with the rules of ethical and honest conduct for employees of the Ministry of Internal Affairs and distributed copies of a practical handbook.
The event aimed to introduce cadets to the fundamentals of anti-corruption legislation, foster a negative attitude toward corruption among future law enforcement officers, and fulfill the requirements of the DSUIA Anti-Corruption Program for 2023–2025.
