DSUIA Cadets Attended a Briefing Before the Start of the Examination Session

The briefing was conducted by the DSUIA Anti-Corruption Officer, Ruslan Lupyr, for the students of the Faculty for Training Specialists for Pre-Trial Investigation Bodies of the National Police of Ukraine, with the participation of the Dean of the Faculty, Police Lieutenant Colonel Vladyslav Lazarev.

The purpose of the event was to ensure transparency and impartiality during the examination session, maintain discipline and legality, prevent corruption offenses, and avoid any behavior that may be interpreted as readiness to engage in such violations.

Ruslan Lupyr emphasized the strict adherence to the requirements of the Law of Ukraine “On Prevention of Corruption,” provided definitions of the terms “corruption,” “improper benefit,” and “register of corrupt officials.” Special attention was given to Article 23 of the Law of Ukraine “On Prevention of Corruption,” which prohibits directly or indirectly demanding, requesting, or receiving gifts for oneself or close relatives from legal entities or individuals.

The cadets were also provided with guidance on financial control procedures: submitting an annual declaration for the previous year regarding property, income, expenses, and financial obligations by declarants, as well as submitting the candidate’s declaration for investigative and inquiry positions of the National Police by graduates.

The authorized officer noted that decisions on appointment or refusal of appointment to such positions are made only after a special verification. Persons who fail to submit the declaration and other documents for verification on time, or who do not pass this verification, are subject to dismissal.

In conclusion, Ruslan Lupyr highlighted the most common mistakes made during declaration submission and provided methodological and practical recommendations for addressing them.
