“Human Rights Under Martial Law”: A Lecture by Vasyl Kostytskyi at DSUIA

As part of the annual nationwide campaign “16 Days Against Violence” and in recognition of International Human Rights Day, Dnipro State University of Internal Affairs held a public lecture for cadets.

With welcoming remarks, the participants were addressed by the Rector’s Assistant on Gender Issues, Doctor of Law, Professor, and Honored Lawyer of Ukraine, Larysa Nalyvaiko.

The event’s speaker was the renowned scholar, one of the developers of the Constitution of Ukraine and many key Ukrainian laws, full member (academician) of the National Academy of Legal Sciences of Ukraine, President of the Association of Ukrainian Lawyers, President of the International Environmental Academy, Vice President of the Association of People’s Deputies of Ukraine, Member of Parliament of the 1st, 2nd, and 3rd convocations, Doctor of Law, Professor, and Honored Lawyer of Ukraine, Vasyl Kostytskyi.

The main purpose of the event was to deepen cadets’ understanding of the specifics of implementing and protecting human rights, including under martial law; to highlight the concept of human-centeredness; and to outline the legal restrictions and guarantees provided by the Constitution of Ukraine with the aim of enhancing the legal culture of future law enforcement officers.

During the lecture, key aspects of the implementation of human rights under martial law were examined, including the legal grounds and limits of restricting constitutional rights and freedoms, mechanisms for their protection, and the role of state authorities and international institutions in ensuring legal order. Particular attention was given to the specifics of the constitutional process in Ukraine, guarantees of the inviolability of fundamental rights even under extraordinary conditions, and the practical challenges of their implementation during martial law.
