General Provisions of Pre-Trial Investigation under Martial Law: Meeting of the Scientific Circle at DSUIA

The event was organized by the Department of Criminal Procedure of Dnipro State University of Internal Affairs.

During the meeting of the “Young Scientists” circle, general provisions of pre-trial investigation were considered, in particular under martial law conditions, as well as issues of pre-trial investigation under the special procedure “in absentia”, i.e., conducting pre-trial investigation and court proceedings in the absence of the suspect (accused).

The event took place at the training ground “Courtroom”. The meeting was attended by cadets of the Faculty of Training Specialists for Pre-Trial Investigation Bodies of the National Police of Ukraine, as well as Senior Researcher of the Department of Organization of Scientific Activity Olena Shkurko, who informed those present about competitions of scientific works of higher education applicants announced at DSUIA and invited everyone interested to participate in them.

Associate Professor of the Department, Police Major Alina Harkusha, who is the head of the scientific circle, emphasized in her opening remarks that the topic of the meeting is extremely relevant, since the stated problem is one of the key issues in modern international humanitarian and human rights law.

During the meeting, 2 reports were heard and discussed: cadet Dmytro Prysnіak spoke about criminal proceedings under the special procedure “in absentia”, and cadet Viktor Suproniuk prepared a presentation on the topic “Features of Pre-Trial Investigation under Martial Law Conditions”.

The speakers focused attention on the positive aspects of applying the “in absentia” procedure and judicial practice under Article 111-1 “Collaborative Activity” of the Criminal Code of Ukraine, namely statistical data on court decisions and the problematic aspects of applying this procedure.

At the end of the meeting, the head of the circle commented on the presentations and summed up the results of the meeting.
