Recently, representatives of Dnipro State University of Internal Affairs paid a working visit to the Criminal Analysis Department of the National Police of Ukraine and its territorial units in Kyiv.

The purpose of the visit was to deepen interagency cooperation, in particular within working groups on updating the educational and professional program “Law Enforcement Activity (Police Officers)” for criminal analysis units; to study modern methodologies of analytical support for law enforcement activities; and to improve the practical component of the educational process.
The visit program began with a meeting with the Department’s leadership. During professional discussions, participants addressed the main tasks of the service, the system of regulatory activity, and the creation of training platforms for analysts. Special attention was paid to cooperation with specialized companies “Artellience,” “You Control,” and others.
In the course of professional communication with specialists of the 1st Directorate of the Criminal Analysis Department of the National Police of Ukraine, the participants of the visit became acquainted with the implementation of the SOCTA-Ukraine project. Mechanisms for collecting and processing information on the activities of organized groups and criminal organizations were demonstrated, as well as the regional training system and experience of cooperation with the European Union Advisory Mission. Particular attention was paid to the coordination of scientific and educational events conducted jointly with specialists of the Criminal Analysis Center of the National Academy of Internal Affairs.
Specialists of the 4th Directorate presented the work of the round-the-clock monitoring unit and practical tools used for crime detection. The role of analysts in documenting war crimes based on real cases and conducting targeted OSINT analysis was also considered separately.
The technological aspect of the visit included studying the “Safe Country” system and the DIAP integration platform of the National Police of Ukraine. Specialists of the 5th Directorate presented procedures for data collection and systematization, methods for improving the quality of photo and video materials, and the specifics of working with images obtained from national and regional video surveillance systems.
The practical component was complemented by studying the experience of the Criminal Analysis Directorate of the Main Directorate of the National Police in Kyiv, as well as the criminal analysis sectors of the Holosiivskyi and Shevchenkivskyi district police departments. This made it possible to gain a detailed understanding of the vertical interaction between the central office and territorial units, as well as to review successful cases of crime detection at the local level.
During the final meeting with the Department’s leadership, the results of the visit were summarized and the priority of training highly qualified analysts was emphasized. The parties stressed that integrating practical experience in using i2, Power Query, Power BI tools, and Big Data methods into the educational process of DSUIA is a strategic step toward training specialists capable of effectively combating crime through the use of the latest intelligent technologies.
