Interaction of the National Police with the Military Law Enforcement Service During Martial Law: Class at DSUIA

The event was organized by the Department of Administrative Law and Procedure and the Department of Tactical and Special Training of Dnipro State University of Internal Affairs.

Under conditions of armed aggression and the introduction of martial law, effective law enforcement in the state requires close and coordinated interaction between law enforcement agencies and military structures. This interaction must simultaneously meet two key requirements: ensuring national security and public order, as well as guaranteeing constitutional rights and freedoms of citizens and compliance with international human rights obligations.

In order to develop ways of interaction, exchange experience, develop unified approaches to work, as well as coordinate actions, within the framework of teaching the discipline “Algorithm of Actions of Patrol Police Officers in Various Situations of Official Activity (Scenarios)” with patrol police officers from Dnipropetrovsk, Zaporizhzhia, and Donetsk oblasts who are undergoing advanced training at DSUIA, a meeting was held with the Head of the Department for Detection, Prevention and Suppression of Offenses — Deputy Head of the Eastern Territorial Directorate of the Military Law Enforcement Service, Colonel Maksym Chernii.

Maksym Chernii familiarized the trainees with the specifics of the functioning of the Military Law Enforcement Service, explained the main provisions of legislation and normative legal acts regulating the responsibility of military personnel for crimes, disciplinary offenses, and other violations.

Emphasis was placed on the algorithm of joint actions in case of detection of offenses committed by military personnel, as well as the procedure for responding to them.

Ways of establishing effective interaction between patrol police units and the Military Law Enforcement Service were discussed, in particular regarding the detention of military personnel for committing administrative or criminal offenses.

Maksym Chernii shared the accumulated experience of cooperation with NPU employees and other law enforcement agencies regarding the prevention, detection, suppression of criminal offenses, and other incidents.
