Application of Police Quests to Train Specialists for Pre-Trial Investigation Bodies at Dnipropetrovsk State University of Internal Affairs

Informational and technical educational platform “Line 102” is innovative and integral part of educational process at DSUIA. Dnipropetrovsk State University of Internal Affairs has become the first higher educational institution in the MIA system to have introduced role plays at learning police disciplines in terms of professionally oriented game “Line 102”. It contains complex operative and tactical studies and is held as an educational or extra work with cadets and students of graduation courses. More details in the entire material.

To enhance practical training of the National Police specialists DSUIA developed and introduced professionally oriented game “Line 102” into the educational process two years ago. This game is held at the end of the third year of studies and after cadets’ internship. The MIA management has positively evaluated DSUIA’s achievements in practical training of graduating cadets and introduced “Line 102” training methodic into all National Police educational institutions.

This training aims at enhancing practical classes within the educational process for the National Police specialists and lawyers of state-legal, civil-legal and criminal-legal specialization.

The principle task is to obtain and advance skills at performing operative service tasks as well as legal and court practice under the conditions close to real ones.

Thanks to professionally oriented game “Line 102” teachers have advanced cadets’ knowledge in basic directions of police activity. This game is unique, since it is a vicious circle of actions with the engagement of all services and stages of police activity from responding to an emergent call to interacting with a call center, practical actions of police officers and involving medical staff to provide first aid.

The police quest core is the situational method (for example, role or business game), which content is directed to master actions algorithm connected with implementation of service tasks by police.

One of “Line 102” game integral parts is its informational and technical platform developed by DSUIA professors from Economic and Informational Security Department. It consists of such educational working places as an operator, supervisor, patrol police officer (police squad), police unit on duty, investigator, operative officer and expert.

By means of this educational platform cadets (as future employees of the National Police pre-trial investigation body) can obtain not only theoretical knowledge, but also practical and informational skills. As future investigator a cadet requires elementary skills of work with the Unified Register of Pre-Trial Investigations, otherwise it is challenging to investigate criminal proceedings and work with the Register.

An automated educational working place of an investigator of the informational and technical program consists of:

– a special interactive software shell, which shows how to keep, correct and use information in the Unified Register of Pre-Trial Investigations;

– limited demo-version of IBMI2 visual and analytical complex;

– access to open informational accountings published at the website of the Ministry of Internal Affairs, which is an open part of the National Police Information Portal subsystems (Figure 2).

Here is an example of using demo version of the IBMI2 visual and analytical complex by an investigator during educational fable “Investigation of the robbery and seizure of a vehicle” from “Line 102” training to create structural logical scheme (Figure 3):

Access to real informational systems (Unified Register of Pre-Trial Investigations, National Police Informational Portal, “TSUNAMI” informational telecommunication system, IBMI2 visual and analytical complex, etc.) for educational institutions will enable to make the National Police subdivisions activity role plays more real. This will have a positive reflection on the professional level either future, or acting investigators and employees of other National Police services.

Thus, application of the educational interactive complex “Line 102” creates unique opportunity to develop cadets’ creative potential, connects educational process with practice at an application level, fastens obtaining practical skills, rockets motivation to study, forms emotional and psychological resistance in future police officers, creates conditions to receive deeper knowledge in legal and law enforcement activity at the educational level, enhance educational process at the institutions with specific education and forms image potential of new police.
