A working meeting of the management of Dnipropetrovsk State University of Internal Affairs with representatives of University of Public Administration (Messen) and the Ministry of the Land Office of Saxony was held. During the online event, possible directions and prospects for further cooperation were discussed.
From the Ukrainian side, there were the rector of DSUIA, Police Colonel Andrii Fomenko, vice-rector Larysa Nalyvaiko, assistant to the rector for gender issues Iryna Hrytsai, director of the Institute of Law and Innovative Education Viktoriia Savishchenko, head of the department of management and administration Serhii Shevchenko, head of the Department of Administrative Law, Process and Administrative Activities, Police Lieutenant Colonel Andriy Sobakar. The German side was represented by Rector of the University of Public Administration (Messen) Nolden Frank, Chancellor of the University Frank Degenkolbe, Personal Assistant to the Head of the State Chancellery of Saxony and Minister of State for Federal Affairs and Mass Media Michael Quaas, as well as international relations staff of the State Chancellery of Saxony Denys Chernyshenko and Stefan Merkle.
The event was opened by the rector of the Dnipropetrovsk State University of Internal Affairs Andrii Fomenko. He talked about the structure of the university, and the levels and directions of training, in particular, he focused in more detail on those that are most tangential to the directions of training at Meissen University. He also emphasized the cooperation of the educational institution with such international organizations as NATO, OSCE, and EUAM. He also spoke about cooperation within the framework of academic mobility with educational institutions in 20 countries.
“Today’s meeting should be the beginning of fruitful and productive cooperation between our countries and universities, in particular in the field of training specialists in the field of law and public administration. We are always open to dialogue with our international partners. Therefore, I am deeply convinced that we will be able to organize mutual exchanges between students and staff, develop joint scientific research, organize joint scientific and practical events, etc.,” said Andriy Fomenko.
Rector of University of Public Administration (Messen), Frank Nolden, spoke about the majors and main emphasis in student training. The professor emphasized that the educational institution headed by him trains specialists in various areas that fully cover the field of public and communal management, including security.
“I see the prospect of cooperation between our universities in three main directions. The first is the exchange of students and staff. The second is the implementation of projects to advise Ukrainian citizens on the protection of their rights in wartime conditions. These issues are now actively supported by the European Union. The third is to conduct joint scientific research and events with the participation of scientists and students of both universities,” Frank Nolden highlighted.
The vice-rector of DSUIA Larysa Nalyvaiko focused in more detail on the realities and prospects of the development of the scientific direction in the educational institution. In particular, she spoke about the capabilities and results of the scientific laboratories that operate on the basis of the university. It was also about the contribution of scientific and pedagogical workers to solving problems of an all-Ukrainian scale – this is the fight against gender discrimination, human trafficking, domestic violence, etc.
Serhii Shevchenko, head of the Department of Management and Administration, told about the peculiarities of training students of the “Public Management and Administration” specialty at Dnipropetrovsk State University of Internal Affairs.
He emphasized the change of focus in the training of management specialists in wartime conditions. In particular, he noted the need for constant response to the situation in the country, both from the side of scientists and from the side of practitioners in the field of management and administration. In this context, he emphasized the need to use the experience of other countries, in particular in matters of social trust of the population in the authorities in order to build the right ideology in Ukraine.
One of the results of the negotiations was an agreement to hold an online course on public management and administration for students of Dnipropetrovsk State University of Internal Affairs by Meissen University teachers in the near future. The parties also agreed to adopt the main areas of cooperation between educational institutions during the next meeting.
