Training “Protection of Children’s Rights and Legitimate Interests”

The event was held at the Dnipropetrovsk State University of Internal Affairs as part of the regional training program on prevention and combating domestic and gender-based violence.

The trainers of the event were Senior Inspector of the Juvenile Prevention Department of the Preventive Activities Management of the Main Directorate of the National Police of Dnipropetrovsk Region, Police Major Natalia Yazan, and Associate Professor of the Department of Administrative Law, Process, and Administrative Activity of the DDUVS, Doctor of Philosophy in Law, Police Senior Lieutenant Karina Pisoska. The moderator of the training was the Assistant Rector of the University on Gender Issues, Doctor of Juridical Sciences, Professor, Honored Lawyer of Ukraine Larisa Nalyvaiko.

The speakers emphasized that children are members of the community, constituting about one-fifth to one-sixth of the entire community population. Mostly, orphaned children and those deprived of parental care make up about 2% of the child population, 20-25% are children facing difficult life circumstances, and 5% are children with disabilities. Thus, every third child in the community, in one way or another, requires qualified services falling within the competence of the united territorial community. Attention was particularly focused on the functions and powers of all police services and units related to child protection, as well as on the interaction between juvenile prevention and social service professionals.

Discussions involved the head of the Psychological Support Department, Serhiy Vyshnevskyi, and the specialist of the Psychological Support Department, Alina Gorodnichenko, who emphasized the psychological aspects to be considered during the implementation of child-friendly justice principles, highlighting the necessity of adhering to the principles (standards) of child-friendly justice and the role of a psychologist in implementing these standards at the national level. Overall, the event was attended by over 200 participants, including social service professionals from the Dnipropetrovsk region, community police officers, and other experts. Representatives of the university also participated: Associate Professor of the Department of Criminal Procedure and Strategic Investigations of the DDUVS, Candidate of Juridical Sciences, Associate Professor, Police Major Alina Harkusha, and Senior Researcher of the Scientific and Educational Laboratory for the Study of Legal Status Problems of Internally Displaced Persons and Gender Equality Support of the Dnipropetrovsk State University of Internal Affairs, Candidate of Juridical Sciences, Associate Professor Tsagik Oganisyan.

Participants actively shared complex cases from their work. Speakers and trainers analyzed the situation and developed a case management algorithm. In particular, Associate Professor of the Department of Criminal Procedure and Strategic Investigations Alina Harkusha discussed a case on how to act in case of violence against a child and how to apply the “green room” method. During the discussion that arose in the block of discussing practical cases and answering questions, information was provided on conducting and the purpose of forensic psychological expertise, resolving conflict situations, and methods of interaction with state, local government bodies, and the National Police.

As a result of the training, participants of the professional training will be able to implement organizational measures regarding work with offenders and conduct preventive work with them, as well as interact with entities implementing measures in the field of prevention and combating domestic violence. They will also acquire skills in providing assistance and protection to victims of domestic and gender-based violence, applying preventive measures as effective methods of preventing domestic violence, and more.
