International Expertise: Binary Classes for DSUIA Cadets

Cadets from the Faculty of Training for Pre-Trial Investigation Bodies and the Faculty of Training for Criminal Police Units at Dnipro State University of Internal Affairs (DSUIA) participated in binary classes featuring Christopher ELLIOTT, an expert from the European Union Advisory Mission (EUAM).

The sessions were held within the framework of the courses “Measures to Ensure Criminal Proceedings” and “Criminal Procedure”.

Christopher ELLIOTT shared his experience in the Irish police and introduced the PEACE procedural interview model, developed in the UK in the late 1970s. This model marked a shift from accusatory interrogation to a non-accusatory interview approach. The expert focused on international practices in procedural actions and criminal proceedings related to human trafficking.

DSUIA Associate Professor of Criminal Procedure, Police Major Viktoriia ROGALSKA, highlighted the implementation of procedural interview techniques in Ukraine’s pre-trial investigation bodies. Along with Natalia MONYCH, an EUAM expert on prosecution reform, she analyzed the application of national legislation and European best practices in investigating human trafficking cases and conducting interviews using the procedural interview method.

During practical sessions, cadets worked on real-life cases, practiced interviews using the innovative methodology, and analyzed the specifics of procedural actions.

Additionally, Christopher ELLIOTT delivered a guest lecture for cadets of the Faculty of Training for Criminal Police Units on “Thematic Case Study on Cybercrime: The Experience of Ireland”. He examined cybercrime investigations through a case study of a European airline that suffered significant financial losses due to cyberattacks, outlining key investigation principles and algorithms.

The event provided cadets with a valuable opportunity to familiarize themselves with international standards in criminal proceedings and gain practical skills essential for their future careers.
