Participation in the event was taken by patrol police officers from Dnipropetrovsk, Zaporizhzhia and Donetsk regions, who are undergoing professional development in the department of organization of professional development and specialization of the Institute of Postgraduate Education and Distance Learning of DSUIA.
A practice-oriented class, dedicated to modern approaches to police-community interaction and the development of partnership models for ensuring public safety, was conducted by the advisor on police-community interaction of the Consultative Mission of the European Union for the reform of the civil security sector of Ukraine, Annika Svensson.
The expert has many years of experience working in the police of Sweden. She presented the concept of the Dialogue on Public Safety, as one of the key instruments of modern police activity, which is widely applied in European countries. Special attention was paid to the essence of this approach, its role in strengthening mutual trust between the police and the population, the development of partnership interaction with local communities, as well as increasing the effectiveness of the preventive activity of law enforcement agencies.
The participants familiarized themselves with the practical aspects of implementing the SARA model (scanning – analysis – response – assessment), which is an internationally recognized instrument of problem-oriented policing. All stages of the application of the model were examined in detail: from the identification and analysis of local security problems to the development, implementation and evaluation of the effectiveness of response measures.
Using real-life situations as examples, Annika Svensson demonstrated how patrol police officers can use the SARA model for systemic analysis of the causes of the occurrence of offenses, establishment of constructive dialogue with representatives of territorial communities, local self-government bodies and other interested parties, as well as for the development of comprehensive and sustainable solutions aimed at increasing the level of public safety and trust of the population in the police.
It was emphasized that the effective activity of the modern police is based not only on responding to offenses, but also on their prevention through active interaction with the population, timely identification of risks and joint search for ways to eliminate them.
The use of approaches based on the principles of dialogue on public safety and the SARA model contributes to increasing the level of community involvement in solving security issues and the development of a service model of police activity in accordance with European standards.
