In DSUIA a scientific and practical seminar “Procedural Interview: Prospects for Development in Ukraine” was held

The event was organized by the Dnipro State University of Internal Affairs jointly with the public organization JustGroup and the Consultative Mission of the European Union in Ukraine.

The meeting was opened by the Acting Rector of DSUIA Ihor Magdaliyna. He emphasized the relevance of the procedural interview approach in the activities of law enforcement agencies and the importance of implementing a human-centered model, where the first place is given to conducting an effective pre-trial investigation with unconditional observance of human rights.

Also, the head of the Mobile Unit of the EUAM Johan Sitrius and the leader of JustGroup Vasylina Yavorska addressed the audience with welcoming words.

Participation in the seminar was taken by judges, representatives of the prosecutor’s office, the National Police of Ukraine, lawyers, psychologists, scientific and pedagogical workers of higher education institutions, representatives of the Consultative Mission of the European Union in Ukraine, as well as international and public organizations. In total, more than 60 participants joined the event.

During the first working panel on the topic “What is a procedural interview and why it needs to be developed in Ukraine?” their thoughts were expressed by the Deputy Director of the Bureau of Economic Security of Ukraine Yurii Bielousov, the Deputy Prosecutor General of Ukraine Andrii Leshchenko, and the leader of JustGroup Vasylina Yavorska.

Within the framework of the working panel on the topic “Issues of vulnerability as the next stage of development of the procedural interview” the following joined the discussions: the head of the department of the Department for Countering Crimes Committed under Armed Conflict Conditions of the Office of the Prosecutor General Taras Semkiv; senior investigator in particularly important cases of the 1st department for the investigation of crimes committed under armed conflict conditions of the Main Investigation Department of the National Police of Ukraine Ivan Dulkai; the head of the department of the Department for the Protection of Children’s Interests and Countering Domestic Violence of the Office of the Prosecutor General Oksana Dmytrieva, as well as the senior investigator in particularly important cases of the 1st department (zonal control) of the department for the organization of pre-trial investigation of the Main Investigation Department of the National Police of Ukraine, Police Lieutenant Colonel Liudmyla Tserkunyk.

The topic “Development of the system of training and preparation of specialists in conducting procedural interviews” was discussed by the adviser on criminal investigations in the field of organized crime of the EUAM in Ukraine Christopher Elliot; the specialist on prosecutor’s office reform of the EUAM in Ukraine Nataliia Monych; the representative of the Irish Police College Claire Turney; the professor of the Department of Criminal Procedure of DSUIA, Police Major Viktoriia Rohalska, as well as representatives of the SBU Institute of the National Law University named after Yaroslav Mudryi Anton Tymofieiev and Mykola Chlenov.

Such events contribute to the implementation of European standards of pre-trial investigation in Ukraine, increasing the professional competence of law enforcement officers, ensuring the observance of human rights and the formation of an effective human-centered model of work of law enforcement agencies.
