The event was held at the Norwegian Police University College in Oslo, Kingdom of Norway, as part of the implementation of the joint project UA-KOMP-FL-2025/10062 “Conflict and Resilience in Ukraine: Learning from Lived Experience.”
The seminar brought together representatives of Ukrainian higher education institutions with specific learning conditions and Norwegian профиль institutions. Dnipro State University of Internal Affairs was represented by Associate Professor of the Department of Administrative Law and Procedure, Police Colonel Ruslan Valieiev, and Associate Professor of the Department of Tactical and Special Training, Police Major Vadym Fursa.
The purpose of participation in the seminar was to discuss tasks related to the development of the course “Understanding Police and Security Sector Reform in the Post-Conflict Period,” including the integration of topics related to Ukraine’s experience into educational programs and professional development activities in Norwegian educational institutions, as well as to exchange experience regarding the use of practice-oriented methods in the training of future police officers.
During meetings with Norwegian colleagues, participants discussed the preliminary results of a survey assessing students’ awareness of ethical dilemmas in police work. Representatives of DDUVS presented the university’s experience in introducing modern approaches to crisis response into police training and highlighted the adaptation of educational programs to current security challenges.
The participants also examined approaches to the training of students and cadets in Norway and Ukraine, including the use of practical cases in police education, methods of analysis and discussion, differences and common approaches to organizing educational discussions, and the implementation of scenario-based exercises and simulations.
The current status of the project implementation within the Ukrainian and Norwegian working groups was discussed. Participants identified the content of the required theoretical training for students, promising forms and methods for practical case-based learning, approaches to reflection, assessment of learning outcomes, and the improvement of educational resources.
Work was completed on the structure of a prototype interactive resource designed to support the moderation of educational discussions by students and instructors.
As a result of the exchange of experience, representatives of DDUVS became acquainted with the methodology of organizing the educational process at the Norwegian Police University College, approaches to analyzing practical situations, and the use of digital learning resources.
In addition, Ukrainian and Norwegian participants developed a shared vision of the structure and content of the educational course “Understanding Police and Security Sector Reform in the Post-Conflict Period,” identified opportunities for integrating Ukraine’s experience into the professional training of law enforcement officers, and discussed the development of international educational initiatives.
