Rights of Detainees During Arrest: Binary Training Session for Police Officers

A binary training session was held for patrol police officers from the Dnipropetrovsk, Zaporizhzhia, and Donetsk regions who are currently undergoing specialization training at the Institute of Postgraduate Education and Distance Learning of Dnipropetrovsk State University of Internal Affairs (DSUIA).

The event was organized by the Department of Administrative Law and Procedure and the Department of Tactical and Special Training, with the participation of the Unit for Advanced Training and Specialization of the Institute of Postgraduate Education and Distance Learning.

The session was conducted by Senior Police Lieutenant Svitlana Miezientseva, Inspector of the Unit for the Organization of Temporary Detention Facilities and Monitoring of Police Actions with Detainees of the Main Directorate of the National Police in Dnipropetrovsk Region.

During the training, participants reviewed the case law of the European Court of Human Rights, as well as the legal and regulatory framework governing the detention process and the protection of detainees’ rights. They also watched practical video materials featuring real-life examples of situations encountered by police officers during arrests.

Particular attention was given to the Custody Records system, a modern mechanism designed to ensure transparency in police actions, document every stage of a detainee’s stay in custody, and provide additional oversight to safeguard their rights and freedoms. Participants discussed the practical application of the system, its role in strengthening public trust in the police, and its effectiveness in preventing potential human rights violations.

This format of training successfully combines theoretical knowledge with the practical experience of law enforcement professionals, contributing to the development of police officers’ professional competencies and enhancing their ability to uphold human rights during detention procedures.
