“Constitution of Ukraine as a Guarantee of National Resilience and the Legal Foundation for the Development of a Democratic State and Civil Society”: All-Ukrainian Scientific and Practical Conference at DSUIA

The event was organized by the Educational and Scientific Institute for Training Specialists for Preventive Activity Units of the National Police of Ukraine, as well as the Educational and Scientific Institute of Law and Innovative Education of the Dnipro State University of Internal Affairs, on the occasion of the 30th anniversary of the adoption of the Constitution of Ukraine.

The conference was opened by Denys Proshyn, Head of the Department for the Organization of Scientific Activities at DSUIA, who congratulated the participants on the upcoming national holiday – the 30th anniversary of the adoption of the Constitution of Ukraine, highlighted the historical significance of the Constitution, and wished the attendees productive work.

The participants were welcomed by Vitalii Serohin, Dean of the Faculty of Law at V. N. Karazin Kharkiv National University, Doctor of Law, Professor. His presentation focused on the Chilean experience of constitutional protection of neurorights.

A welcoming address was also delivered by Vitalii Zavhorodnii, Head of the Monitoring and Documentation Division of the Organizational and Documentation Support Department of the Main Inspectorate and Human Rights Compliance Department of the National Police of Ukraine, Police Lieutenant Colonel, who emphasized the importance of the constitutional process in Ukraine for its development as a state governed by the rule of law.

Mykola Marchuk, Director of Educational and Scientific Institute No. 4 of Kharkiv National University of Internal Affairs, Doctor of Law, Professor, Police Colonel, welcomed the participants and highlighted the importance of scientific cooperation among higher education institutions in researching current issues of modern constitutionalism.

Anatolii Volobuiev, Professor of the Department of Criminal Law Disciplines at DSUIA, Doctor of Law, Professor, dedicated his presentation to the issue of ensuring human rights and procedural guarantees in the activities of the National Police of Ukraine.

A comprehensive report on the value dimension of the Constitution of Ukraine was presented by Andrii Kuchuk, Professor of the Department of Law and Public Administration at A. S. Makarenko Sumy State Pedagogical University, Doctor of Law, Professor.

Roman Myroniuk, Professor of the Department of Administrative Law and Procedure at DSUIA, Doctor of Law, Professor, devoted his presentation to the rehabilitation of military personnel.

Liudmyla Mudryievska, Head of the Department of Theory of State and Law, Constitutional Law and Public Administration at Oles Honchar Dnipro National University, Candidate of Legal Sciences, Associate Professor, presented her research findings to the participants. Her report focused on the issue of restrictions on human rights during wartime

Volodymyr Petryna, Professor of the Department of Civil Law Disciplines of the Educational and Scientific Institute of Law and Psychology of the National Academy of Internal Affairs, Candidate of Legal Sciences, addressed the requirements for publications in journals indexed in Scopus and Web of Science from the perspective of the constitutional principles of a state governed by the rule of law.

Renat Rizhniak, Head of the Department of General Legal Disciplines at Donetsk State University of Internal Affairs, Doctor of Historical Sciences, Professor, examined the issue of the right to privacy and personal data protection in the context of the digitalization of state security.

Other participants of the All-Ukrainian Scientific and Practical Conference also delivered presentations. In total, more than 100 participants joined the event online, including scholars, representatives of public authorities, law enforcement agencies, non-governmental organizations, and higher education students from the cities of Dnipro, Kyiv, Chernihiv, Sumy, and Kharkiv.

As a result of the conference, relevant recommendations were proposed, discussed, and approved. The abstracts of the participants’ presentations will be published in the conference proceedings.
