The event is dedicated to the 78th anniversary of the proclamation of the Universal Declaration of Human Rights.
The conference was conducted by the department of theory and history of state and law, constitutional law and human rights of the Educational and Research Institute of Law Enforcement Activity of the National Police of Ukraine and the departments of theory of state and law and administrative-legal disciplines and public administration of the Educational and Research Institute of Law and Innovative Education of Dnipro State University of Internal Affairs.
More than 200 persons took part in the scientific-practical event, who represented institutions of higher education and scientific institutions, public authorities and human rights organizations of different regions of the state.
The vice-rector of DSUIA, police colonel Oleksandr Yunin addressed the participants of the event with a welcoming speech.

Also, the participants were greeted by the representative of the Secretariat of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Anastasiia Syvokon, judge of the Sobornyi District Court of Dnipro Olha Naumova, senior inspector for special assignments of the department of commissioners for control over the observance of human rights in police activity (with deployment in Dnipropetrovsk region) of the Department of the Main Inspection and Human Rights Observance of the National Police of Ukraine, police major Nataliia Urman and the deputy head of the Synelnykove District Prosecutor’s Office of Dnipropetrovsk region Yaroslav Kinash.


The plenary session was opened by the speech of the head of the department of civil, labor and economic law of Kharkiv National University of Internal Affairs, candidate of legal sciences, professor Oleksii Zaitsev. He raised the issue of the right to digital inheritance.
Professor of the department of criminal-legal disciplines of DSUIA Anatolii Volobuiev dedicated his report to the problems of observing human rights in law enforcement activity during martial law.
Professor of the department of constitutional, administrative and labor law of the National University “Zaporizhzhia Polytechnic” Ruslana Maksakova in her speech touched upon the realization of the right to constituent power in post-war Ukraine.
The report of the head of the department of general legal disciplines of Donetsk State University of Internal Affairs Renat Rizhniak was dedicated to the problematic issue of the semantic uncertainty of the concept of “human dignity” in the constitutional law of Ukraine.
The report of the professor of the department of police activity of the National Academy of Internal Affairs Vadym Bilyk was dedicated to the issue of responding by employees of the National Police of Ukraine to citizens’ appeals.
The participants noted the speech of the applicant of higher education of the National Academy of Internal Affairs Yevheniia Yakovlieva, in which the peculiarities of the administrative responsibility of special subjects of law were revealed.
The report of the professor of the department of professional communication of the National Academy of Internal Affairs Nataliia Poludonna on the topic “Trust in the interaction of law enforcement officers with citizens: the psychological dimension of ensuring human rights” aroused interest among the participants of the conference.

The current issue of state financing of free legal aid was highlighted in his speech by the deputy head of the South-Eastern Department for the Provision of Free Legal Aid of the South-Eastern Interregional Center for the Provision of Free Legal Aid, postgraduate student of DSUIA Pavlo Dovhopol.
The conclusion of the conference was the speech of the professor of the department of law and public administration of Sumy State Pedagogical University named after A. S. Makarenko Andrii Kuchuk on the topic “The end of human rights and the post-humanist citizen”.
Based on the results of the conference, a resolution was prepared, which contains recommendations on a wide range of issues of constitutional law, protection of human rights, ensuring the rule of law under the conditions of the legal regime of martial law.
